Clogged drain tube. Correct.

Cycling AC compressor. Classic low freon symptom. Add a single can or get the entire system pumped down and refilled.

Be concerned over why the freon is low. Leak?

Ticking. When cold or all the time? How old is the oil?

is there a way i can see freon level?

the motor oil i am changing today. im sure its old.

You can see the pressure of the freon if you have a set of gauges to check it with but no you can not see the freon. With that said, my suggestion is to leave it all to your autoshop for repair. Most places will pull down the freon, recharge under pressure to the correct amounts for $99 or less. You should be in and out of the shop in under an hour. Avoid the dealer.

Once that is completed, the AC should be fine at first. If it stays fine, you are done. If it returns to causing problems, let us know and we can advise on the next steps. Lets hope we don't have to go there!

Sounds to me like the freon is too low so it isn't making excessive condensation to drain out.
