ABS doesn't work but no ABS light on

would this also cause the rear brakes to lock up? My mom has an 02 Durango SLT RW ABS and every so often you hit the brakes and the rear will lock up.
changed the brakes and wheel cylinders. bought the master cylinder just havent messed with it yet (think it might be an issue)

I would look into replacing the rubber lines at the rear wheels and checking the lines back there for a pinch.
