Thoughts on Towing
I believe the low tow rating is due to their sport suspension, but I've seen were some thinks it's due to the tongue weight limitation. I think they were originally rated for 6,000+ lbs, but more recently dropped to 2,000 lbs.
I'm sure it's a "COA" rating from Dodge.

However I don't understand where you got those numbers from but they are incorrect. The only differences in the R/T (as far as suspension) is a different shock. A shock does NOT change anything in GVWR so you are miss informed.
The only differences in them is the transfer case and in 2000 (only it was a Full-Time T-case and in 2001-2003 it was a AWD T-case). Anytime you increase load and braking abilities you decrease load and braking GVWR creating the lower than 7,300 lbs GVWR than that of a 4X4 in 2WD mode, however the manufacture can still rate it the same because you are talking about 300 lbs or so wereis the factory can warrant compatibility to a 2wd because of chassis and braking as well as motor and gearing. As for the 2WD version (and I'm talking about a 5.9L, 46RE, and 392 gearing) the actual GVWR is increased to 7,550 because of decreased weight.
