Default Horn beeps and starter will not engage, Help

Ok here is the problem, when I try to start my 98 Durango the horn blows and the ignition will not engage. The key fob operates the door locks, and disengages the blinking security light on dash. What is wrong? Also there is a small, what looks like, rca jack to the right of the hood release that has a blinking red led, never noticed the blinking led before, what can it be? HELP!

Somebody has messed with the wiring!

Ensure your battery connections are clean.

This sounds like a aftermarket system you will have to go to their web site or installer to diagnose it.

it could have been installed by the previous owner of the truck (unless you bought it new)

I know of no true way to actually bypass the OEM factory alarm correctly.

+1 on the aftermarket alarm. Most likely that's your culprit. Take it into an alarm shop and see if they can disconnect it or remove the alarm altogether.
