did you try changing the O2 sensor, that would be my first thing to try
P0171 1/1 Fuel Sys Lean
the o2 sensor controls the mixture, but this code goes against what your other observations say (unburnt fuel in the exhaust is a RICH condition) which would point me to a faulty o2 sensor

Also ck the power steering switch, see if the switch is leaking. If the switch is leaking.Ck the o2 sensor connector for p/s fluid. The fluid will short out the sensors and the pcm.

If the PS switch is leaking, it will drip teh fluid onto the wire harness of the O2 sensor. That in turn will wick the ps fluid into the wiring and cause a short. bets to check both switch and O2 sensor.

It's on the pressure line from the pump. The return is the one with the cooler in place before return to the pump.

Did you reset the PCM found here at the top: https://dodgeforum.com/forum/1st-gen...ine-light.html
