The answer to your question, most likely. Changing the cap and rotor doesn't ALWAYS give you an increase in gas mileage, but depending on how old and how much use your old cap and rotor has been thru, chances are yes it will.
Not to mention you will most likely notice and increase in horsepower at the throttle.

Clean the TB.
Replace the cap and rotor.
Replace the wires with Dealership wires, Mopar Performance, or MSD 8.5mm Red wires.
Replace the spark plugs with Champion Coppers and gap them at .040
You can try to Modify (tune) in your TPS or at least test it to rule it out. The best tune is about .70 - .72 volts. You can find the instructions here: http://bionicdodge.com/Download/Spee...d%20Tricks.pdf on page 20. Now I don't agree with everything in this.
Then reset the PCM and allow it to fully reset. I once went 300+ miles to fully reset after a change of TPS. Just hold on.

Gap? And yes whoever told you it's not required to gap a spark plug is full of s**t. They make a small little tool you put on the end and you can increase or decrease the "gap" between the center electrode and ground electrode.
You are required to gap it in order for it to perform the best.
MSD Performance makes a great distributor cap and rotor but we also recommend to use the OEM if you choose, as it's cheaper and is what the vehicle came with.
