Get a fuel pressure tester and get the actual reading from the fuel rail.

Well that is a good idea if the truck would stay running. Since it wont run i cant get a reading. I just ordered a fuel pressure regulator, so we will see what that does.

you can get a reading off the rail without the engine being on, just turn the key and the pump primes the system and you can get a reading

So i got the regulator today and discovered it was the wrong one after i had the fuel pump assembly out and disassembled. However, i did notice the new "fuel hose" that came with the new pump was not tight on the nipples. It is a cheap plastic hose that wont tighten all the way. I took it off and replaced it with real fuel line, put it all back together and it fired right up and ran perfect!

yes the fuel pump was replaced.
