99 must have been the last year for the seering box cause my 2000 has rack&pinion system.

Actually, I believe it was mid year during the 2000 model. A lot of the features are different from the first of the 2000 model vs. the end of the 2000 model. Odd, huh...

maybe 2000 was a change over year for a lot of stuff, 98 and 99 definitely had a steering box while 01-03 definitely had rack and pinion

I too think it was a change over during production in 2000. I've seen members with both systems in model year 2000. Hell for that matter, there was a lot of strange things that happened in 2000 other than that.

Is it a dodge thing to change over at half year marks or is it just me?

Nope not just dodge gm and ford do it too. Dealing with mostly gm parts at work it can be a pain cause gm will have up to 4 different designs in one model year and you need to know the build date to know what part you need the vin is almost useless
