Default Help with a weird noise!

I have a 2000 Durango 5.2L that has a high pitched weird hollowing noise when I drive. I thought it might have been something wrong with the wheels but they don't seem to have any noises when I make turns. This sound is extremely loud and can be heard over my radio when playing loud.
Can anyone give me an idea what this might be? Also, RPM stays at 2 for a long time before it shifts. Not sure if they are related. I appreciate any help.

howling usually screams wheel bearings, however we need to know more about the sound in order to help.

1) does it change pitch or volume with vehicle speed?
2) does it change pitch or volume with engine speed?
3) which part of the vehicle is it coming from?
4) if it is affected by vehicle speed does the volume/pitch change when you make a turn?

It starts as soon as I take off in the vehicle ans reaches max sound around 20 MPH. The sound is loud and only minimizes a little at speed 60 and above but not much. The sound is reminiscent of maybe being on a train going through a tunnel.
