try connecting 12v to the starter solenoid wire and see if it tries to spin, that'll rule out the starter at least.

Does the engine spin if you turn it over by hand? I have had a frozen a/c compressor that wouldn't allow the engine to turn over.

Maybe the ignition switch. If you put the transmission in reverse, does the back up lights come on?

I always had a problem with the the reverse lights they stay on all the time it will eventually blow the fuse i tested the ign switch and it works fine i jymped the starter from post to post and it starts i just dont have power at that brown wire and i traced it back to the firewall thinking it might of been a bad wire but it was good

Have you replaced the safety neutral switch?

I had the same issue a few years ago... if i tried to start it with the key nothing but it i crossed the terminals with a screwdriver it fire right up.

After a month in a half of pulling my hair out i traced the issue back to the relay in the PDC. the relay itself was fine, but the clips that make contact with the relay where loose and when i put the relay back into the cavity they where getting pushed out and not making contact with the relay..

Took the PDC apart and made sure all the clips for the starter relay where pushed up and seated on the relay. Put everything back together and turn the key and Vola! it started!
