Default 2000 Dodge rear wiper, issues

The rear wiper on my Durango only works when the washer button is pressed. I checked the fuses, replaced the switch and still, when I turn the wiper on, it doesn't work without the washer on. Any suggestions?

Gf has somewhat of the same issue, it is smetimes hard to start when the window is wet or dry sometimes you have to go help it get started and then its good. when its wet it will keep going once started, No lube on the window it will stop as soon as you take your hand off of it from helping!

My wiper works just fine, the motor is strong, the issue is that it won't wipe the window unless it is washing the window.
