I bet it's more likely he got stopped for driving like a dick, and the windows were just what the ticket was for. I've got all sort of violations on my Jeep (no side mirrors, no license plate light, no marker lights, etc.), but never get stopped. I've spoken to a lot of cops, and they all say, "No cop will bother you just for that, just don't drive like a dick".

That's usually true, but sometimes a cop can be having a bad day and really be a dick.
