You should get some clear turn signal lenses.

I didn't like the 1 piece housings I had on mine, but I think those would look better on yours since it's a darker color. Try searching around online and see if you can find pics of them on trucks the same color as yours to give you an idea.

The turn signals are just the clear ones http://www.ebay.com/itm/Matrix-97-00-Dodge-Dakota-Durango-Clear-Corner-Turn-Signal-Light-Lenses-NEW-PAIR-/200943901319?pt=Motors_Car_Truck_Parts_Accessories&fits=Year%3A1999%7CModel%3ADurango&hash=item2ec9309a87&vxp=mtr I actually built my headlights. I bought a pair of hid projectors from theretrofitsource.com and installed them into a set of non-fluted headlight housings http://www.ebay.com/itm/97-04-DODGE-DAKOTA-98-03-DURANGO-EURO-CLEAR-HEADLIGHTS-PAIR-BULBS-INCLUDED-/290675632907?pt=Motors_Car_Truck_Parts_Accessories&fits=Year%3A1999%7CModel%3ADurango&hash=item43ad9e2b0b&vxp=mtr

Sorry about the links making those icons come up in the middle of the post, I don't know why the forum software changes it from a normal link to those stupid things.

He's probably talking about the torsion/shackle lift. You just get lift shackles for the rear leafs and then turn the torsion bar keys 8 turns to give between 2" and 3" of lift. You'll need an alignment afterwards too.
