Default 2000 Durango 4.7l error code p1391

I am completely baffled by this at the moment, rebuilt the 4.7l engine in my fiancé's Durango after much fighting back and forth with error codes, a new pcm, new crankshaft, all new sensors, a new wiring harness, new battery, new coil packs, spark plugs, new timing chain/ guides/ tenisoners, and re-timing it about 30 times. I am at my wits end. She just will not start, and the only error code that is showing up now is the p1391. Anyone have any idea why this might be happening? Got her to start a few times with starting fluid, very eratic/rough idle, but will not stay running with out feathering the throttle. Please help!

FYI.. the internal combustion engine requires 3 very important elements in order to run Air,fuel, and spark, just determine which you don't have and troubleshoot the components responsible for using those elements. but in your case your not getting fuel, start with checking fuses for the fuel rail, all the way back to the most painstaking fuel filter change which requires dropping the tank. Hope this helps. I'm dealing with a '03 nv244 issue fun fun fun

I am getting good fuel pressure, can it still be the fuel filter?

P1931 – CMP or CKP Signal Intermittent Condition
Possible causes:
- Timing belt or chain stretched or jumped
- Faulty Camshaft Position (CMP) Sensor
- Camshaft Position (CMP) Sensor harness is open or shorted
- Camshaft Position (CMP) Sensor circuit poor electrical connection.

Brand new timing chain, guides, and tenisoners.

3rd new camshaft sensor.

New wiring harness.

Still won't start and only code is the p1391!

2 of the new parts point to possible causes: timing chain and wiring harness.

Are you sure the timing chain is aligned correctly?

Are you sure the new wiring harness is the correct one and everything is hooked up correctly?

Yes the wiring harness is the right one I matched it up with the old one and triple check all the plugins. As for the timing yes I'm sure the timing is right followed the chilton repair guide to the T. Done the timing about 30 times now.

What about the ground wires? Could you have missed a ground somewhere?

Check grounds all good and even replaced tenisoners for the timing chain. Still have the p1391.
