I've searched high and low for my issue with my 2001 durango 4.7 power steering pump, and nothing. As i was removing the pump for a rebuild I didnt notice that when I removed the high pressure hose from underneath the car that the pressure union came along with it. So as I was removing the pump from the engine I heard something fall and as I look below there was the flow control valve and spring laying on the floor, now I dont know in which order they go. the instructions on the rebuild kit sounds like its talking about the 5.9 pump which looks nothing like mine. the instructions only say "Insert flow control valve spring and valve in pressure port. Valve is installed hex end down."
if I had to pick i would say its the second picture.

*update* for those who may have the same issue
after some trail and error it turns out its the first picture
first you drop in the spring then goes the valve closed off with the pressure union.
