Ok so is there any thing you can think of that would cause that? the fan doesnt spin on idel i got it spinning by reving the engine but nothing when not reving it so what should i do buy a whole new fan and condenser ?

 

Id guess that air from the mechanical fan is just moving it. If the fan doesn't work with power connected directly to it you should just need to replace it.
