99 Durango 1st -2nd gear shift trouble

Default 99 Durango 1st -2nd gear shift trouble

My grandson has me helping him fixup his 99 Durango which he bought for a 1st vehicle.
The transmission won't shift to 2nd gear unless I get the engine up to about 3500 rpm then let off of the throttle then it shifts to 2nd...but if you step on it too far it downshifts to 1st again.
If I ease into the throttle slowly it will stay in 2nd and shift to 3rd and then to OD like it should at the right times.
When it shifts into 2nd it is solid unless I give it too much accelerator.
Is this a shift solenoid problem?
This vehicle has a 5.9 engine and a 46RE tranny, it is 4X4 with manual shift to 4X4. I know that right about now someone is thinking what I am....maybe not being able to get on the accelerator might keep the kid out of trouble...right.
I would really appreciate any help from those of you in the know.

Make sure you do do the regular maintenance first by changing the fluids, etc.

If problem still there, it is very likely the issue may be the governor actuators. I had the same exact problem. Had to replace the actuators twice in the 17 year ownership of my truck.

Thanks, fluid maint. no better so I must need to change the solenids.
