What voltages should be present on the idle air control valve connection in a 5.9l?

What voltages should be present on the idle air control valve connection in a 5.9l?
I keep getting check engine light with the error code P0505. The truck idle is fine
and there are no vacuum leaks. So far I have cleaned the throttle body, checked intake manifold for excessive oiling/plenum gasket leak, checked the charging system, and replaced the valve. I have checked wires to pcm and iacv for shorts, continuity and voltage. After clearing the code it pops back sometimes immediately on restarting the engine, some times before starting, after turning to run, and other times it has remained ok for 50 miles or a day of driving. On each of the four terminals to the IACV the voltage oscillates between ~13 and 0 volts. What are the expected voltages?
