Default 98 5.2L V8 Durango Oil on Spark Plug

So I am used to vehicles having a valve gasket to ensure no oil leaks and o-rings to keep the oil from entering the spark plug area. Though the Dodge Durango has the spark plugs external which keeps them from flooding.
Now the vehicle won't turn over and I checked the oil which is band new only 100 miles on it. And it is already black. Then I pulled the spark plug from position 1 and found oil on the tip of it fresh. Where can I identify the oil leak to be coming from and what can I do to stop it?

Probably valve seals.

Not necessarily a leak. When you say the "vehicle won't turn over"... are you saying it's cranking (which is turning over) but won't start? If so, that may be unburnt fuel and oil on the plug... meaning fouled plug and maybe flooded engine. Push accelerator to floor, hold and crank for a while.

Was the vehicle misfiring when it was last running? Any codes?

It is turning over but won't start correct. Sorry about that.
The vehicle was last running on February 11 as past that was a 4 day weekend. Finding that the vehicle won't start on the 22nd.
After some heavy snow and negative weather I was thinking it may be because of the intense cold and prolonged wait since it had last been started. The oil is about to be drained entirely and the spark plugs changed with hope of it starting today.
Took a few days off from work to fix this and find the deep rooted issue.

I hope not as I will have to take more of the engine apart.
