Question #1
Is there supposed to be any loose play at rear wheel when pulled and pushed inward and out ?

Drum or disk rear brakes? If they are drums, then a little bit of in/out movement isn't unusual. (1/4 inch or less.)

Yes you'll get a bit of play in them. Where you shouldn't have any play is up/down or side to side
