im turningthe keyback to turn the radio on, then off, then on. and none of my cluster lights come on.

code 21 and 12
so, i disconnect and reconnect my negative battery terminal, for the 12, the 21? o2 sensor? the light sometimes comes off and on, but it reads 21, wat do i do to fix??
