Given enough time, money, and effort, anythings possible......but to answer your question, its not possible without a lot of modification and work. Even then, it may not work...
Truth be told, you should look into the Hahn turbo kits....roughly 2k for the kit....but it'll make that Neon run with SRT-4's...

personally i think the hahn kits suck....way too much money for what you get....especially the intercooler
if your planning on putting an old hemi in a neon then it should be a piece of cake to fit the 2.2 turbo on the 2.0

I heard some Eagle Talons have the same 420a Engine and some of those come with Turbos. Any chance those will work?

not a chance they will work..
the talon motor is different then the neon motor and the turbo is on the opposite side of the engine.....with a different bolt patter also...
the talon/eclipse turbo on a neon would position itself partially in the tranny....the rest would be in the driveshaft....
the only turbo that will bolt right up is the srt4 turbo or a prefabbed kit

Go with the SRT turbo. Alot less than the Hahn kit and bolts right up. Not saying Hahn doesnt bolt right up, but for the same amount of power I could save almost 2 grand. My $.02

The point here is that the Hahn kit is really the fastest and most reliable way to do it.....
The Stage 2 kit runs about $2900-3100 - about the cost of a SRT-4 motor (if u can find it cheap that is)....and will put down around 250-275hp AND run a very, very low 13 sec in the 1/4 mile.....and that's coming from simple bolt-on items with no internal upgrades...
