Default Radiator fans not working

hey i have a 99 neon RT with about 145k. just put on the 3.0 intake and under 2 weeks later my car started overheating. After taking a look at the car i noticed that the radiator fans were not working. I tried putting on the a/c to get them to fire up and all that but still nothing. No fuses are blown and the connections to the fans are fine. I ended up bringing it to a little local auto shop to try to figure this out and they told that they were willing to bet that it was the PCM. I have an afx race PCM so i'm really hoping that I wont need to be losing all that cash invested in it. any ideas on other problems it could be or possibly a way to have the PCM reflashed without losing the mods? i dont think howell has a warranty on electrical parts but does anyone know for sure?

the hanes manual doesnt go into much detail about relays besides saying that it should be taken to a shop to have it checked out....any way i can check it out myself? where would the relay be located?

the relays are in a box by the battery unser the hood. on the inside cover it says which one is for fan. pull out and go to autozone, etc. and they will have it. at most $9

the fan relay is located on the frame rail underneath the battery tray......it is easiest to locate from under the car....
a new one from autozone will run you $43.99 so your best bet is to go to a junk yard

That is just freaking retarded. Shops always seem to jump to the conclusion that the PCM is bad. If they told you this, I would go to a different shop from now on. Or ask them what they are willing to bet and then pop in the new fuse in front of them.
