your car can be running rich, meaning its dumping to much fuel, its like a torch when theres no oxygen theres black smoke or soot, so u might need a new o2 sensor or something.

Black Smoke: Black smoke is caused by excess fuel that has entered the cylinder area and cannot be burned completely.

have u ever change your o2 sensor? ill give that a try, cause the o2 sensors tell the ECU how much air and gass is coming out so if u think about it, if its not reading right the ecu will not know how its doing, try doing both of them so u can get the best out of it, but if any one else has any idea throw them out.

take your car to autozone. if its a 95 Neon tell them its a 96 or or 97 lol. but they can tell u if its the upsteam/bank 1 (the first o2 sensor) or the downstream/bank 2 (after the Cat.)
