Default Oil in spark plug cavities

First gen Neon, 2.0 SOHC. There is oil accumulating (quite a bit) in the spark plug cavities. Is this a terminal sign that it's ready to go out to pasture, or something fairly simply to seal somewhere?

Are you positive the spark plug tube seals stayed in there? Sometimes they fall out when reinstalling the valve cover.
