thats what happens when a headgasket goes really bad and the fluid sits in the head...
the coolant/water will rust all the bare metal in there..
whenever a headgasket goes out really bad, its always a good idea the flush all the fluid out of the engine if its going to be sitting for a while....

if those cams have heavy rust deposits on the lobes then you may want to get some new cams....
you dont really wanna use sand paper or a wire brush on them because it will leave very small grooves on the surface.....if you decide that you dont wanna get new cams, then try some very very fine sand paper and maybe some steel wool
