Question Engine too cold in cold weather

Hello everyone, my 97 Neon 2.2 SOHC 4 -spd doesn't heat up properly in the cold temps. It has a new radiator, upper and lower hoses, thermostat, and coolant. Of course i flushed and cleaned the system when i installed the new stuff. When the ambient temp outside is between 30 - 40 dgrs F the temp gauge barely goes above the "C" symbol when I'm driving and have the heater on. It doesn't matter if I'm hwy or city driving it's the same. Now if I turn the heater off and turn the **** to the cool setting it goes up some. There's no leaks of coolant anywhere including the heater core and the coolant levels are normal. Any suggestions?

Did you get all the air out of the system as well?

1st it's nice to hear from fellow Texan I live in El Campo. Yes I "burped" the system when I installed the new radiator, hoses, and flushed system. The fans turn on when the temp. gets to the " turn on" temp ( for lack of a better word ). When the outside temp is in the 50's, 60's and higher everything is normal it's just when the temp dips into the 40's and 30's and I have the heater on. Someone suggested that the thermostat ( though new ) is posibly stuck in the open position. I'll check for proper fan operation.

You get any snow the other day?

When I replaced my radiator it took quite awhile for the fans to first kick on and it also took awhile for the temp gauge to come on.

Yeah that was a trip. The last time we got anything was Christmas Eve 2004 and I remember that date because it was my son's ( who was 6 months old at the time ) 1st Christmas. I heard ya'll got it pretty good up there in Spring.

I may have come across another set of Mopar springs if you are still interested. Let me know....price will be $125 picked up.

i still think this is a thermostat issue
