well ok i wont cut them. but i got some cheap brand springs on ebay whos knows if they're really 2". but its barley tuckin tire in the rear but theres still like a 2 inch gap in the front and i wanna close that in more and and tuck more tire in the rear.
also i found kyb gr-2's cheaper on ebay new but the are the ones on modern adjustable cuz it looks like theres an extra silver metal peice at the base of the strut where the spring seats on the ones on modern

i would go with the ones on modern, they know the neon and you will get the right part. I've gotten a set of lowering springs on e-bay, they sucked and i wasn't even one bit happy w/ them. didn't lower the car enough and it felt like i had no suspension travel at all the springs were so stiff. That and they were so small...6" tall unsprung.

what I did, I took a plasma cutter and cut out around the top of the strut tower, leaving a lip on the top, after that, i measured the circumference of the hole I cut out and cut a strip of 2x1/8" steel stock the same length as the circumference. then i welded in the steel around the hole and welded the top back on. I also reinforced the top, ground down the welds and added extra strips of 1/2" wide steel across the welds for added support and security. You have to be very careful cause it will make a drastic change in your steering characteristics and put a lot of extra strain on the suspension parts. any weird angle can and will cause problems. take your time and line things up, double, tripple check. make sure everything is bolted TIGHT! and use solid suspension bushings if you can have some made for you.
oh...don't forget to check hood clearance...easy to run into a problem there.
