^^^ all MTX TB's were 49mm and all ATX TB's were 52mm. the ATX ones will give you better throttle response when installed on an MTX car.

Is it true that to get the full potential of a bigger throttle body, you have to port the manifold as well. And How would i go about doing this?

That depends on what type of neon you have, and what modifications you are running. Ultimately, 90% of all motor builds will not need more than a 60mm throttle body. That being said, all stock neon intake manifold will need to be modified to get full use of the 60mm tb. The diameter is not that wide, so a dremel can be used to open the neck of the intake manifold more air.
