What's your overall goal and budget? That will have a lot to say about what you do to it.

Take a look at these nice kits...

I want to get about 250 hp money is not really a big problem as i'm going to do it over time. I'm doing this to my spare engine so i can still drive the car till this motor is done.

To get to 250 whp, you either need a turbo or nitrous or seriously mod the engine to stay N/A. The turbo would be the quicker way than N/A, so we will go with that build. You would need to build the block to handle the power, so eagle rods with forged pistons. If you port and polish the head, you should to the same to the intake manifold and port match everything. 60mm TB, 2.5" or 3" exhaust piping, upgraded cams and so on.

You could just build a stock DOHC engine with the turbo and get close to 250 whp. The above recommendations, would get you past the 250 mark. Hahn Racecraft makes a very nice turbo kit for the Neon as has been proven over and over again. You could also build your own turbo kit, by using the SRT4 turbo and manifold. It bolts right up to the DOHC head. You would just have to build the kit yourself, but it isn't very difficult. Intercooler piping from ebay, and a used SRT4 intercooler, some fittings and so on.

JE Pistons with a 0.20" bore and Eagle rods. Cam depends on if you are going Turbo or staying N/A. No need for a header or Mopar Performance PCM if you do go turbo, if you don't try and get a Kirk Header.

Show me one please and a mod list please. Because you are talking about adding about 140 whp without forced induction.
