OK, got it fixed. The picture shows the problem - once again the insulation has fallen off the wiring, this time it was the wiring to the temperature sensor in the head. My guess is that it shorted together, killing the signal to the control module.

I pulled the temp sensor off the car and compared it to one I pulled off a salvage yard Neon. The sensor on the car measured 1.8K ohms for the single lead resistance and 7.13K for the two lead resistance. The salvage yard sensor measured 2.0K and 8.30K respectively. That indicated to me that the sensor itself wasn't the problem.

I taped the bare wires on the plug and put the regular relay back then the system worked just fine. The car was still overheating with my "full-time" fan modification so I put a new radiator ($120) in the car and fixed the overheating problem.
