Default temp guage reading hot for no reason

my temp guage is reading hot even when the key is at on postion with motor not running has anyone else had this problem? is it a bad temp sensor or solder points or short wat is it ??

When the key is on, the gauge reads as it should. Either the car is overheating, you have a bad temp gauge, cluster is on the fritz, or the wiring is messed up.
