Default 98 neon sohc #1 no spark

I replaced the timing belt and checked the timing it is dead on the money but the #1 spark plug is not firing consistantly when the plug wire is removed the spark is awsome but as soon as the wire clicks on the plug it is gone I put a new coil on tested the connector tested I think everything there is to be tested I noticed a place for a ground wire on the exhaust manifold where does that go to? any help would be greatly appreciated
