First off is the vehicle full of coolant? Second inspect the wires for the coolant temp sensor. There is not much to the system, usually its a faulty sensor. You could test the wires, or maybe try to unplug it and see if the gauge changes to help narrow it down.
Lets back up. Is the coolant full? Are you sure the car isn't overheating? Do the fans work? Does the gauge read high even when the car is cold? The 95 model was known for headgasket issues.
