99 dodge neon over heating, fans do work when hook directly to to battery, the a/c fan does not turn on when i start the car, have check the fuses and are ok. not sure what to check next?.

The cooling fan relay on neons is located underneath the battery on the drivers side frame rail, it is very exposed to the elements and is a common problem for these cars. It has a four wire connector and is bolted to the unibody inner fender. Also check to make sure the ground wire for the fans is connected, its right on top of the core support. there is a TSB regarding poor ground on that wire because of too much paint on the core support
