Hmmm... I know where to get one. mattdog doesn't hang out on these forums.
It's a 2-piece deal. One part bolts directly to whatever head you've got (specify in advance, they can do regular SOHC, Magnum, and DOHC). The other half bolts to that, and the SRT-4 manifold/turbo bolts to that. Since the bolt patterns are different from the regular Neon to the SRT-4, you have to have an adapter. Matt's design is the best I've seen. Very well thought out, and done professionally on a CNC machine (the port blending is simply a thing of beauty). Those that are using it (including a 2nd gen NGC car using the stock PCM, but Kev doesn't hang out here either...) absloutely love it. Between the adapter, used manifold/turbo/intercooler, custom piping, fuel pump, injectors, and electronic bits (MAP doesn't like boost, etc...), you can build a 200+ HP car for $1k or so. Beyond that, you'd want a little better fuel control. And, as always, forged internals are needed beyond the 225ish ft-lb range. It's a little scarier project than a nice bolt-on kit though, so you really need to talk to those that have done DIY turbo projects or do plenty of research before you start laying out the cash, or you could easily double/triple your budget (time and money)...
