all I can think of is the usual: Spark plugs, wires, fuel injector cleaner, time for a filter change?, any thrown engine codes? Does the length of time its been running matter? Any work done to it lately? Has it just started doing this recently? Does anything make it better/worse?

The wires on Neons, if stock are notorious for going bad. Pick up a set of Crane wires. We have htem for both DOHC and SOHC

The car does have new spark plugs, the wires are the factory ones from 95. The filter has been changed and no codes. After idling for 40 min it starts up. The mis goes away when the car is moving. No work done to it lately besides new brakes. It gets better when car is not moving.

Change out the 10 year old factory wires with some Crane wires.

Thats a good point whyte. Some NGK V-Powers would be a good choice if you need new ones.

if u got a 95 like me and you have no codes and recent tune up, check all your vacum lines for cracks and disconnections, that can cause your problem and cheap easy and likely repair, a cracked line should but doesn't alway's give a trouble code. try it and let us know.
