hmmm well replaced the vacuum hose from the master cyl. to somewhere on the front and now my Neon isn't giving me any codes except 12. but my idle is still messed up. it still hovers around 1200 and if i put it into N and pump the brakes i can still see the RPMs rise. so now i am stump. the brakes work a little better...well actually a lot better now but now its just the RPMs. could it just be the idle air control valve or the throttle body?

didn't think about checking that good idea. but how should i go about checking it? should i just take off the intake and let the car idle or is there some other way of doing it?

Could still be a vacuum leak if you have false air from PCV or EGR. Also if you have a gasket leak you can have that problem. However it could be stuck IAC or butterfly in throttle maay not be shutting all the way. But that should be about it.

ahhh crap. i knew it was 2 good to be true. well i went to check the TPS and it was fine so then i decided why not check the codes again. and now its showing 25 again! AHHH....

and code 25 is........ 25 Idle air control motor circuits problem, target idle not reached (+/- 200), vacuum leak found
an easy way to find a vaccum leak, you have to be careful doing this, take a propane torch, DONT LIGHT IT, turn it on and blow the gas around the base of the throttle body, around gaskets, and hoses, if the engine revs up higher when you get the gas by a leak, you found it, and dont feed your engine an excessive amount of propane or it can backfire & blow the intake off, but it takes quite a bit to do that..
if you dont find anything after a while, try cleaning out the IAC, the get goobered up from the crankcase vent over time and start to stick open, take the air tube off, stick your finger over the hole that the IAC lets air in, if it keeps running, or really takes a minute to stall you probly got a vaccum leak , my car dies almost instanly when i cover that hole

BTW pumping the brakes will always increase the idle speed, thats normal on anything with vaccum assist....
