yeah a CAI would be a good first step, if you have the time and put some effort into it you could make your own CAI, the ones you can by now still locate the filter behind the engine and above the exhaust mani which still draws in warm air, spud has made one that relocates the filter away from the engine, those type of CAI's are known as true CAI's there use to be one called the ICEMAN CAI but are not longer available, if your intrested das might be able to help you locate one, there is the kirk CAI located on the Modernperformance website but that requires a battery relocation job, with some effort you could just make one with out having to remove the battery, do a search on that topic and you should come up with some very usefull info.

First of all, welcome! A CAI generally is the first mod people do to their neons, followed by UDP and so on. If you would like to purchase a used Iceman, PM me for details. Take some time and read the 1st gen FAQ's at the top of this forum and hapy modding!!!!

Depends on alot of stuff, but I'd say 2-3HP if you are lucky.

Alot of people don't understaned the Iceman was just made, it was ENGINEERED for flow. Although you can make intakes similiar and cheaper, they won't be as good or achieve the same results.
