removing the weather stripping allows more cool air to reach the engine.....the cooler the better....
as for the duct, not the snorkel, it would almost seem more reasonable that it would benefit the motor more with it on there becuase it would pull more air from the front and not the back.....but then again it has to travel over the motor

It would make a difference, on certain cars. I've never heard of the Neon having any issue with getting enough air, so I doubt that it would give any gains. My Blazer though, with it's whoping 2.8L V6 shows a decent power difference between lid flipped and not flipped. (Proven by this... impossible to spin rubber on dry pavement normal, spin 'em a little flipped. lol.)
Again though, the only way it would make a difference is if it was starved of air in the first place. Regular air pressure is not going to force anymore air into the cylinder by simply opening it up, if you want to cram more in get a turbo or supercharger.

But, if I got an Iceman CAI and a DOHC muffler it'd sound sexy still right? Boy, I wish my dad bought me a MTX and not an ATX...

I'm still confused as to where to buy a DOHC muffler for my car. I don't really want to go to a junk yard and get one, I kind of just want to buy a stainless steel one off a website. Bolt-on preferably, but my friend can weld so if that's the case then so be it.
