Significance of cel blinking
When I do the ignition cycle to pull codes im getting 12, 21, 37 and 55.
21 and 37 blink twice, like it will go blink, blink, - blink. Then blink, blink, - blink.
Same for the Torque converter code.
Does this have some meaning?

the code 21 twice could be a 33 , if its an earlier model they were bad about not having a consistancy to the flashes and you have to watch close - kinda makes it more of a guessing game

is it flashing 21 twice in a row, or after other codes, if it repeats what you could see as being code 21 right in a row it could be a 33
the pause between the flashes arent always the same gap apart, even if its on the first digit, especially the 95 models with the smaller PCM
2 flashes, a slight pause then 1 flash, could be just a 3 instead of a 21, then youll have a longer pause, then 2 flashes, short pause then 1 again, giving the second 3 to 33, but the short pause in the middle makes you think 21came up twice, ive gone through that confusion with my cars before. im not saying that is your code, or that your wrong, that could just be a possibility

most of them guys dont even know how to work those scanners and they tell you your PCM is bad when its just an o2 sensor

For some reason I think your right.
Reason being, my gas milage is perfectly fine right now, little over 40mpg with about 70% highway miles.
And code 33 is Air conditioning clutch relay circuit open or shorted (may be in the wide-open-throttle cutoff circuit).
That said, I took my a/c off before winter last year.
