yea it's kinda lame

its on two spots on the top of the back bumper

does anyone know how to fix it so it doesnt look ghetto or anything?

on my Neon the bumpers are the only place the paint doesn't want to stay lol...

There were no good paints codes for 95. They all sucked. Easiest way to fix is simply paint it yourself. A guy near me used a roller and did it himself, and it looked good.
If it has a turbo and runs like crap, it's probably dead. Meaning you'll be replacing that engine.
Buy it and part it out. Then buy something else!

Watch the paint. I've heard that the earlier neons - especially white and I think purple? - were notorious for cracking, and chipping off. Sometimes in huge chunks!
