Default Compounds?

ok guys i have some questions about compounds... i read somewhere (i think on the .org site) that rubbing compound will help clear up the haze on the headlights...one is that true? with a TON of hard work.... and also what is the difference in rubbing compound and polishing compound? and how do you use the 2?

Neonspeed says to clean the headlights with "all purpose cleaner like Simple Green", put water over the headlight and then sand away with 800, 1000 and eventually 2000 grit sandpaper, then to use plastic polish (or plastic cleaner/plastic polish compound)

Most of the methods appear to involve abrasion one way or another and using polish to compensate.

Mother's or Meguiars does a good job without all the sanding.
