have you ever heard of some one braking a crank and if it is broken will the rods and pitons be screwed

Not on the neon, but doesn't mean it can't happen.

To make sure of the year look at the tenth # in the vin. If it is a "S" then it's a 95, if it is a "T" then it is a 96.

but my question is can i put the head from a 96 sohc onto a block from a 95 sohc

Yes, but make sure you swap the valve cover also...it's different from the 95.
