If this is on a 95 the cruse control vacuum transducer is located under the battery, on later models it was up top behind the battery. There are vacuum line from the transducer to a rectangular plastic box vacuum reservoir located in front of the wheel under the bumper cover and fender. Check the box and vacuum lines, the box went missing on mine due to road debris or possibly an encounter with a snow drift.
The cruise control servo is in the same place for all 1st gens
The attached link is a photo of a 96 Neon cruse servo http://i2.tinypic.com/4532fqr.jpgand I know for a fact that my 95 Neon has it mounted under the battery. My 95 was an early model built in 1994 if that makes a difference or possibly manual vs auto trans?
I just went out and looked at mine and it is under the battery.
