Default Where does this ground wire go?!

I found a woven ground wire disconnected in the area shown below. Any idea where it should go?
Sorry about the bad image quality. It was taken using a camera phone.

How important is that ground? I tried to unbolt the upper left bolt but it snapped in half! If the wire isnt that important I do not want to cause anymore damage to the cover.

Also, should I worry too much about the broken bolt?

That wire seems to have no effect on the car starting or not. Idle seems right and everything else seems to be working properly...
I am not going to worry about the bolt for the time being. I will have it taken out when I get an easy out (or maybe when I do the next oil change).

You can leave it disconnected....doesn't affect the car starting at all.

I guess it all depends on whether the engine has another ground connection established somewhere or not...

Also, I am getting a bit of smoke (well more than just a bit) coming from behind the engine. Is it safe to assume that is the head gasket even thought I do not have any signs of fluid mixing (coolant/oil)?!

i doubt that is's ur head gasket, probably ur valve cover gasket, get an easy out and replace that bolt,ur probably leakingoil from the gasket?((((You can leave it disconnected....doesn't affect the car startingall)))) ,,and my 95 neon wouldnt start without that ground, and i wouldnt say that ground has no effect on neon's what so ever cause ive seen a few that dont start without that ground but i guess if u havn't had much experiance with neon's u wouldn't know that,,,,4 me without that ground i had no power to the starter!!!!!
