i don't remember there being any rack and pinion but every truck build sheet i have seen says there is rack and pinion steering.

That big old steering box on our trucks was one of many types of steering boxes used back then. It is officially called a Saginaw Recirculating Ball Worm and Nut Gear. It was also called a rack and pinion at the time for short. It is nothing like the modern version of a rack and pinion but back then the modern version of rack and pinion did not exist. It contains a rack which is better known as the ball nut and a pinion gear of sorts on the pitman shaft.

My 1959 Austin Healey Sprite had rack and pinion steering.
Of course at that time I don't believe anything American made had it.

my question is, is where is "E" truly at on the gauge? all the way to the left, or near the "E"?

All gauges and sending units are different. I have separate dual fuel tanks that use the same gauge and "E" is different on the two tanks. Carry a gas can when you get near "E" and let it run out of gas. It really isn't that big a deal and you will then know where "E" is on your gauge.
