Water on driver side floor

Water on driver side dilemma
I've had this problem for a while now and i finally decided i need a little help.
I recently noticed their is water under my floor mat (no carpet aftermarket plastic flooring) after I drive in wet conditions and I'm not positive where it is coming from but I believe it is the kick panel vent. Originally I believed it was coming from where the parking brake comes in but i sealed it shut with caulking and still have the problem. So if it is the kick panel vent could a person take the front fender off and rtv around the whole thing? Let me know if its happened to you and if so how you fixed it, thanks for looking!
