More information please. They just stop anywhere at any point, or is it they just stay stopped from the point of motion when you turn them off?
Could be a motor on the fritz, or linkage is binding enough to freeze it up, or your switch in the dash has a problem, or the grounding strap on the wiper motor is not grounded well, or the little ballast resistor mounted on the wiper motor is bad, or the intermittent switch on the firewall is bad.

Well, that's up to you . Until then, check the things I listed. If it's an issue with the linkage freezing up, that's an easy, inexpensive fix by replacing all the bushings out (done that). A loose ground off the wiper motor; easy fix. Issue with the wiper motor; just replaced one on my '76 RC, and it was less than $60 at the local chain store. No experience with the dash switch, but shouldn't be hard to replace. Try checking the grounds first, and look over the wiring from the switch to the motor.
It's ALWAYS something with about any vehicle. My brother had a blown motor in a Kia last summer that the dealer would not cover. Hang in there!

From the FSM: Condition - Blades do not park
If motor stops in any position when switch is turned Off - Open Park Wiring circuit or faulty switch or defective motor in that order
Chances are it is the park switch in the motor and there is a diagnostic procedure for that
