You can get the socket for those 'nuts'....... there is two of them in there, the outer one, then a keyed spacer, and an inner. Take those three pieces off, and the whole rotor/hub slides right off.
this should be what you need. i wouldn't try taking those nuts off without the special socket. sometimes you can find the socket at local parts stores but they are starting to be a bit more uncommon https://www.summitracing.com/int/parts/wmr-w1269
You probably want to put a new tie rod in there, that boot is shot and it doesn't look like it has any grease ooozing out... Its screaming replace me...

I'm sure you will find other things like this that need to be replaced also! What do the axle u joints look like? Now is the time to replace them while you are at it.
